REGULATIONS

For the Open Internet chess blitz Cup dedicated to
50 year jubilee of the Central House of Chess Players named after
M. M. Botvinnik for the prizes of FIDE president Kirsan Ilyumzhinov

For playing you need to download the program and study the video course.

1. Direction of the competition.

The tournaments are conducted in compliance with FIDE Rules of Chess adopted by the 71st Congress of FIDE in Istanbul (Turkey) November 11, 2000 that took effect since July 1, 2001. The competition is to take place at the Internet-portal Chess Assistant www.ChessAssistant.com ).
Judgment and control is executed by the Arbiter’s Board. Chief Arbiter – Averbakh Yury Lvovich, international arbiter.


2. Terms.

Open Internet chess blitz Cup dedicated to 50 year jubilee of the Central House of Chess Players named after M. M. Botvinnik for the prizes of FIDE president Kirsan Ilyumzhinov is to take place from April 1 2006 to May 10 2006.

1 elimination personal-team tournament – April 1, 2006
2 elimination personal-team tournament – April 5, 2006
3 elimination personal-team tournament – April 8, 2006
4 elimination personal-team tournament – April 12, 2006
5 elimination personal-team tournament – April 15, 2006
6 elimination personal-team tournament – April 19, 2006
7 elimination personal-team tournament – April 22, 2006
8 elimination personal-team tournament – April 26, 2006
9 elimination personal-team tournament – April 29, 2006
10 elimination personal-team tournament – May 3, 2006

Final personal tournament – May 6, 2006
Final team tournament – May 10, 2006

All the tournaments start at 19:00 London time (Greenwich).

3. Regulations of the tournaments

I. The elimination personal-team tournaments.

Time control – 3 minutes per game without time increment. Swiss system, 9 rounds with automatic pairing.

Personal places are distributed according the following criteria, listed in descending priority:
- number of scored points
- reduced Buhholtz coefficient (number of points scored by the opponents without two worst results)
- progress coefficient
- personal encounter result.

Team places are distributed according the following criteria, listed in descending priority:
- number of points scored by the five best players of each team
- a higher personal place of the best player of the team in this tournament
The team is automatically included in the tournament if at least one player participates in the tournament. A players’ membership is automatically detected at the moment of the start of the elimination personal-team tournament.

The players – members of the same team do not play against each other except in the following cases:
- a player joined the team not in the first round
- it is impossible to execute pairing without breaking the other rules of pairing

II. Final personal tournament.

Time control – 3 minutes per game without time increment. Swiss system 13 rounds with automatic pairing.

Places are distributed according the following criteria listed in descending priority:
- number of scored points
- reduced Buhholtz coefficient (number of points scored by the opponents without two worst results)
- progress coefficient
- personal encounter result.

III. Final team tournament.

The final team tournament is played on 8 boards. Time control – 3 minutes per game without the time increment. Round-robin system with automatic pairing. During the tournament the replacement of players is allowed.

The places are distributed according the following criteria listed in descending priority:
- the sum of points scored by the members of team
- the team Berger coefficient
- the result of match between the teams

4. Forming the teams

Forming one’s own team.
To create a team you should switch to the "Teams" mode of the Chess Assistant playing zone. Then you should click "Create" button and fill in the application form for creating a team of the blitz type.
Applications for creating teams are studied by the administration during 3 days. If the application is accepted the player who created the team becomes its Captain.
The Captain has the right:

- adopt the decisions about participation of the other players in the team;
- define the list of players participating in the team tournament;
- define vice captains.

Inclusion of the players in an already existing team.
To participate in an already existing team, you should inside the playing zone in the Teams select a team and then send an application to a captain of the team, by clicking the Join button.

A team is considered to be the regional team if all of its members are residents of countries from the same region. The region team may belong to one of the five following regions:

- Russia
- Northern and Southern America
- Africa
- Europe (without Russia)
- Australia and Asia (without Russia)

If the players from other regions join the team then the team loses its regional status and cannot be called the regional team.

5. Schedule

I. Elimination stage of the Cup.

Every player can participate in any number of the elimination personal-team tournaments, representing either him/herself, or one of the teams. According to the personal and team results the personal and team offset points are calculated according the clause of these Regulations “Calculating the offset points in the elimination tournaments”.

II. Final personal tournament

The following participants may take part in the final personal tournament:
- 200 players scoring the maximal number of the personal offset points in the elimination tournaments
- 10 players invited by the Organizing committee. The list of the personally invited players should be available at the site www.ChessAssistant.com not less than an hour before starting the final personal tournament.

A player scoring the best result in the personal final tournament is declared the winner of the Open chess blitz Internet Cup dedicated to 50 year jubilee of the Central House of Chess Players named after M. M. Botvinnik for the prizes of FIDE President Kirsan Ilyumzhinov in the personal competition.

III. Final team tournament

16 teams can participate in the final team tournament:
- ten regional teams (two team from each region, which scored the maximal number of the offset points)
- six teams that scored the maximal number of the team offset points (apart from the best regional teams).
If the teams have the equal total of the scored team points then the additional team tournament on 5 boards will be held to define the strongest team that will go to the final tournament.

6. Calculating the offset points in the elimination tournaments.

I. Elimination personal-team tournaments

The following players obtain personal offset points:
- players that occupied the thirty higher places
- players that occupied places 50 and 100
- a player, who has played and annotated the game that was considered the best in the spectators’ pole
- the best players of their countries

2 place – 35 offset points
3 place – 30 offset points
4 place – 25 offset points
5 place – 20 offset points
6 place – 18 offset points
7 place – 16 offset points
8 place – 14 offset points
9 place – 12 offset points
10 place – 10 offset points
11 place – 9 offset points
12 place – 9 offset points
13 place – 8 offset points
14 place – 8 offset points
15 place – 7 offset points
16 place – 7 offset points
17 place – 6 offset points
18 place – 6 offset points
19 place – 5 offset points
20 place – 5 offset points
21 place – 4 offset points
22 place – 4 offset points
23 place – 3 offset points
24 place – 3 offset points

The additional personal offset points are calculated for:
- the best player of the country – 2 offset points
- the best game in the tournament – 10 offset points.

The team offset points are distributed for:
- the teams that scored the higher 10 places
- two best teams of their region

1 place – 50 team offset points
2 place – 30 team offset points
3 place – 20 team offset points
4 place – 15 team offset points
5 place – 15 team offset points
6 place – 10 team offset points
7 place – 10 team offset points
8 place – 10 team offset points
9 place – 5 team offset points
10 place – 5 team offset points
The additional team offset points for the best regional team – 5 team offset points.
The additional team offset points for the second regional team – 1 team offset point.

7. Prize fund of the competition.

The overall prize fund of the Open chess blitz Internet Cup dedicated to 50 year jubilee of the Central House of Chess Players named after M. M. Botvinnik for the prizes of FIDE President Kirsan Ilyumzhinov amounts to 10, 000 USD.
They are distributed as follows:
- for 10 personal-team tournaments, 6, 000 USD
- for the final personal tournament, 2, 000 USD
- for the final team tournament, 2, 000 USD

I. Prizes distribution in the elimination personal-team tournaments
One point in the personal competition of each elimination tournament corresponds to 1 USD, which is automatically added to the player’s virtual account of the Chess Assistant Playing Zone.
One point in the team competition in each elimination tournament corresponds to 1 USD, which is automatically equally distributed among the five team members that scored the best result and added to the players’ virtual accounts in the Chess Assistant Playing Zone. According to the sum accumulated on the virtual account a player can select some material prize.

II. Prize distribution in the final personal tournament
The monetary prizes are distributed as follows:
- for players scored 25 higher places
- for the best players in their regions
- for a player, who played and annotated the game that was considered the best game according to the results of the spectators’ poll

2 place – 300 USD
3 place – 200 USD
4 place – 120 USD
5 place – 100 USD
6 place – 80 USD
7 place – 60 USD
8 place – 40 USD
9 place – 30 USD
10 place – 25 USD
11 place – 25 USD

The monetary prizes won in the final personal tournament are payed by players discretion:
- by bank transfer;
- in cash in the Chess Assistant’s office or at the Chess Assistant’s stand at the Chess Olympiad, Turin (May, 2006);
- by transferring the money to MasterCard or VISA credit card;
- by transferring the money to the virtual account in the Chess Assistant Playing Zone.

The recipient pays expenses of transferring the money.

III. Prizes’ distribution in the final team tournament
The teams that participate in the final team tournament obtain the following prizes:

1 place – 400 USD
2 place – 300 USD
3 place – 250 USD
4 place – 200 USD
5 place – 150 USD
6 place – 100 USD
7 place – 90 USD
8 place – 80 USD
9 place – 70 USD
10 place – 60 USD
11 place – 50 USD
12 place – 40 USD
13 place – 30 USD
14 place – 20 USD
15 place – 10 USD
16 place – 5 USD

Additional prizes:

- the best regional team obtains the prize of 25 USD:
- the best game in the final team tournament according to the results of the spectators’ poll obtain the prize of 20 USD.

The money that the team wins in the final team tournament are automatically distributed between the members and the captain of the team as follows:

- the captain of the team obtains 20 per cent of the sum;
- the players obtain the remaining 80 per cent of the sum proportionally to the number of games each of them played in the final team tournament.

The prizes won by captain and the members of the team are added to their virtual accounts in the Chess Assistant Playing Zone. According to the sum accumulated on the virtual account, every player can select the material prize.

8. Conditions of participation

All the chess players can participate in the Internet blitz chess Cup for free independently of their country of residence. Every participant of the Open chess blitz Internet Cup dedicated to 50 year jubilee of the Central House of Chess Players named after M. M. Botvinnik for the prizes of FIDE President Kirsan Ilyumzhinov accepts the following obligations:

To participate in the Open chess blitz Internet Cup dedicated to 50 year jubilee of the Central House of Chess Players named after M. M. Botvinnik for the prizes of FIDE President Kirsan Ilyumzhinov every participant must do the following:

-install the new software from one of the following sites:

- start the program and register Login, by providing the following personal data in the registration form: sir-name, name, parental name, sex, birthdate, city, country represented in FIDE, e-mail, ELO rating. If a player provides wrong personal data, then the offset points and prizes are annulated. In case a player participate in one tournament using two different logins, then the player is disqualified and the player’s offset points and prizes for this tournament are annulated.

9. Addendum to the regulations

- The lag - time delay for transmitting the signal from one player to another – is completely compensated during the tournament, but not exceeding 2 minutes per game. If the compensation limit is exceeded for one of the players, then the player receives a corresponding message and the compensation of lag is stopped for this player.
- Arbiter of the tournament can evict a participant from the tournament in case when the time delay for transmitting the signal during the game exceeds 3 seconds per move. When excluding a player he/she retains all the scored points but is also excluded from the pairing procedure for the next round;

Arbiter’s board has a right for disqualifying a player, if there are serious grounds to suggest that the player is using the playing computer programs or tips of other players. The Arbiter’s board retains this right for the three weeks after completion of the tournament. When disqualifying a player during the first four rounds of the tournament the result of his/her games are changed to defeat (zero). When disqualifying a player after the fourth round the results of his/her games are retained but the player is evicted from the offset points and prize distribution for this tournament. If the violation occurred during the final team tournament, then the team, in which the violator participated, is deprived of the offset points and monetary prizes.
